When I first listened, and got to the “the world stops making fish” line, I figured that was the origin of the episode title. Then I got to the actual fishfic…heh.

…although now that I look at the comics, sometimes it’s also just called Tajikistan. So I guess they probably meant the real place, not some slightly-fictionalized-through-spelling version. Accursed inconsistent 1990s typos!
